In the draft Council conclusions on reducing early school leaving and promoting success in school, proposed by the Permanent Representatives Committee, the Council invites the Member States, with due regard for the principle of subsidiarity and in accordance with national circumstances to "encourage and promote collaborative ("whole-school") approaches to reducing early school leaving at local level".
