TEAM COOPERATION TO FIGHT EARLY SCHOOL LEAVING

ESL situation in Switzerland

The aim of this article is to describe state of affairs as well as recent trends regarding ESL in Switzerland. Special focus is on the multi-professional collaboration related to ESL. The purpose is to elucidate the context in which experiments within TITA project will take place, thus guiding interpretation and generalizations of the findings.

According to the most recent Eurostat data Switzerland ESL rate in 2014 was 5,4 % and has been decreasing over the last five years (it was 9,1 % in 2009). There is no difference for male versus female percentage of ESLers. Since Switzerland is not part of the EU, it does not follow the EU2020 targets nor has set any national target in this respect. However, in their national document the objective is set to 95 % of upper-secondary graduates among the population aged under 25 years (European Commission/EACEA/Eurydice/Cedefop, 2014).

Switzerland does not have a comprehensive strategy to tackle ESL. The confederation launched the national programme to tackle poverty that also focuses on areas related to tackling ESL (early childhood education and care ; support for students to and during vocational education/training ; second chance education ; education and career guidance as specific modules within lower secondary education). Moreover, there is focus on statistical data that should help better identify groups at risk of early leaving (ibid.).

The policy areas of education and employment have a tradition of cooperation ; youth, social affairs, family and justice also cooperate within projects. Multi-agency partnerships at local/institutional level are well established and involve teachers, school heads, guidance specialists, psychologists, social workers, youth workers, speech and language specialists.
